A chest freezer pushed tight against a garage wall, with boxes stacked on both ends, can run nonstop for that reason alone.
Clicks, hums and silence
A click, a few seconds of hum, then another click usually means the compressor is trying to start and the start relay or overload is cutting it off. Total silence with the light on can point to a thermostat that is not calling for cooling. A steady run with no cooling at all is the pattern that raises sealed-system concerns.
Uprights with automatic defrost add a fan and defrost heater, so a warm top shelf there often means a fan or defrost fault.
What you can do right now
Make sure the outlet works and the freezer is not on a ground-fault outlet that has tripped, which happens often in garages. Pull the freezer a few inches from the wall and clear the sides. Check the lid gasket for splits and confirm the lid closes flat.
If the freezer has stopped, keep the lid closed and move the most valuable food to another freezer or coolers with ice. Do not chip frost with metal tools; the cooling tubes sit just under the liner.
